Just Collaborative is here to support communities and organizations to work strategically, creatively, and collaboratively to build a more just society.
We envision a world where all people have the resources, health care, education, support, safety, and connection to live their lives, raise their families, and pursue the dreams of their hearts.
Mimi started her career organizing injured Washington, DC public sector workers. As an organizer she listened to endless stories of individual challenges and worked with folks to build power together to improve policies and their outcomes.

She’s been a labor organizer, headed coalitions, and developed winning strategies to expand sexual and reproductive healthcare in one of the most restrictive states in the country. One lesson that laways stuck with Mimi throughout all this work is that we make the most impact when we work collaboratively.
Starting Mimi Garcia Consulting, LLC as a part time “side hustle” in 2019, working with various groups to facilitate decision making and campaign planning, Mimi began fulltime consulting in 2023. In 2024 she relaunched the organization as Just Collaborative — elevating her two guiding principles – justice and collaboration.
Throughout Mimi’s career she’d engaged with some of the most challenging political topics of the last 20 years. As an organizer, and later the deputy legislative director, with the Texas State Employees Union she worked with workers on the leading edge of privatization as state officials worked to dismantle the public social safety net.
In 2013 Mimi was appointed as the Texas State Director for Enroll America — the national organization leading healthcare outreach and enrollment in the health insurance marketplaces formed by the Affordable Care Act. Leading a team of over 40 organizers across Texas, she helped get millions of Texans enrolled in health insurance, many for the first time in thier lives. Building on her organizing experience and broad-based institutional organizing Mimi worked with her team to built diverse coalitions in cities and towns across the state to reach millions of uninsured people. The Texas team consolidated resources, build local capacity, and pioneered the Get Covered Academy — a six month training and coaching program to institutionalize data-drive outreach strategies in local communities to continue the work after Enroll America closed in 2017.

Following the closure of Enroll America, Mimi led state-wide legislative advocacy work with the Texas Associaiton of Community Health Centers. She worked with leaders and patients of the healthcenter to increase access to healthcare for low income and uninsured Texans.
In 2019 Mimi joined the leadership of Women’s Health and Family Planning Associaiton of Texas (WHFPT). She served as a strategist and thought partner for the CEO as they lead the organization through an era of great growth and revitalization.
Mimi oversaw the full rebranding of WHFPT to become Every Body Texas. Under Mimi’s strategic guidance, Every Body Texas became a national leader for reproductive health access in conservative states. In the wake of Covid and the 2020 lock down Mimi helped transition Every Body Texas to an all remote organization. She led staff and clinics through the advocacy and messaging challenges as reproductive care became more of a target during the Trump administration, SB 8 (Texas’s 6 week abortion ban), the overturn of Roe v. Wade, and lawsuits targeting teen access to contraception.
In 2023 Mimi left Every Body Texas to consult full time on strategy and faciliation for reproductive health organizations across the country.
